Foster, adoption, and kinship care

Learn how care applications work in Tanzania before you register. Submitting interest is the first step — it does not guarantee placement.

What this service is for

Ustawi Kiganjani helps prospective carers express interest in fostering, adoption, or kinship care. A council officer reviews your application, conducts assessments, and guides you through legal processes. Final decisions about placement rest with qualified officers and, where required, the courts.

Care routes

Adoption creates a permanent legal parent–child relationship. Fostering provides temporary family-based care while longer-term plans are made. Kinship care supports a child within extended family or community networks. An officer will help you understand which route fits your situation.

Eligibility (overview)

Officers consider factors such as age, residency, household stability, health, and background checks. Specific legal requirements will be confirmed by your assigned officer. Detailed eligibility criteria will be published here once confirmed by the client.

What happens after you apply

1. Submit your expression of interest online.

2. An officer screens eligibility and may request more information.

3. Home visits, interviews, and referee checks are arranged.

4. A panel may approve, defer, or decline your application.

5. If approved, an officer contacts you when a suitable match is being considered — you will never browse or choose children yourself.

6. Supervised introductions, placement, court processes (where applicable), and follow-up visits are managed by officers.

Important safeguards

You will not see identifiable information about children in this portal. Matching is officer-led and based on the child’s needs. Contact with a child happens only through supervised, approved introductions.

Before you apply

  • Submitting an application does not guarantee approval or placement.
  • Court orders govern adoption and some placement decisions — the platform records progress but does not replace legal authority.
  • Officers may defer or decline an application and will explain next steps where policy allows.
